The primary purpose of the pilot will be to understand how autonomous vehicles operate, and how they might promote cheaper, faster, more efficient transportation services within the City of New Haven. First, they stressed it is important for New Haven to establish a seat at the table as state officials make decisions on regulating autonomous vehicles in future years.

    The filing represents a joint effort by Yale-New Haven Health, Yale University, and the City of New Haven. The City of New Haven – together with Yale University and Yale New Haven Health – received City Planning Board approval last week on its application for the states autonomous car pilot program. The approval marks a significant advance in the applications. The parties behind the proposal — Yale, YNHH, and New Havens Department of Transportation, Transit, and Parking, or TT&P — are hoping that, having cleared a first hurdle, the alder-mans office will grant Mayor Justin Elicker the authority to submit an application on behalf of the participating parties for a Connecticut Pilot Program for Fully Autonomous Testing of Autonomous Vehicles, administered by the Office of Policy and Management, or OPM.

    The Yale team used a combination of life-cycle assessments and energy modeling to analyze total lifetime emissions from traditional vehicles compared with electric vehicles. Yale conducted the study, which was recently published, and found the indirect emissions from EVs, from input materials to the market, are much lower than fossil-fuel-burning vehicles, according to an Anthropocene Journal report. However, the indirect emissions from EVs are still very low in comparison with gas cars, and so much lower in fact, that a carbon tax for both indirect and direct emissions at the tailpipe will lead to a lot lower emissions, and higher sales for electric vehicles, explained Ken Gillingham, professor of economics at Yale.

    The latest dose of discredit comes from Yale, where new research finds the overall indirect emissions from EVs pale in comparison with those of fossil-fuel-powered vehicles. In a second iteration of an LCA model, the overall number of vehicles sold, broken down by technology and segment, and total power used by energy-carriers were extracted from the Yale-NEMS data and fed into an LCA model. The obtained carbon prices are then linked to Yale-NEMS to consider during vehicle selection procedures in the LDV submodule.

    In this way, these fees or credits become part of the decision-making processes for car manufacturers and consumers, and thus affect both car manufacturing and sales within Yale-NEMS. A distinctive feature of Yale-NEMS is that car manufacturers make manufacturing decisions in terms of the costs of the technology, requirements for cafeterias, and the possible costs of regulations.

    As part of a twenty-year plan to refurbish, expand, and improve the campus scientific facilities at Science Hill, Yale is building three new buildings, totaling 500,000 square feet, and refurbishing five others.
